The Promotion of Toxic Substance Release Calculation Guidance(2018)

The main working implementation results of this project are summarized as follows: (1) The release quantities reporting of designated toxic substances are checked and analyzed in according to the toxic substance release calculation guidance in 2017. The designated toxic substances release quantities are about 98.48% of all the national reported quantities, and the N,N-Dimethyl formamide, Vinyl acetate and Butyl acrylate are the main substances while polyurethane(PU) synthetic leather manufacturing and tape manufacturing are the main releasing manufacturing process. The project also provided the release quantities records in 2017 for the public reference. (2) We have accomplished 60 on-site declaration guidance for the release quantities of designated toxic substances while 20 guidance for the release quantities of non-designated toxic substances to enhance factories declaration ability. Overall, 2,366 declaration information are amended. Moreover, 3 presentations for manufactures while 1 presentation for Environmental Protection Bureau(EPB)to propagandize the regulations of release quantities. (3) According to the declaration regulation system of various countries, information of the Toxic Substances Release Inventory(TRI) in United States, National Pollutant Release Inventory(NPRI) in Canada, Pollutant Release and Transfer Register(PRTR) in Japan, European pollutant release and transfer register(E-PRTR) and Emission Standards of Taiwan for instance, we elaborate release quantities improvement suggestions, including adjustment of the reporting threshold and reduced substances and areas in priority. (4) Substances to declare while imported and exported of Rotterdam Convention, Minamata Convention on Mercury and the Toxic Substances Control Act (TSCA), India, and EU are collected, and its Prior Informed Consent(PIC). We examine the related domestic reviewing process and create application forms and system settings to organize the database of import and export cases. Domestic management suggestion are also exposited. Moreover, 352 cases of import and export are built. (5) Methods and cases for circular economy application in toxic and chemical substances trading platform are compiled. We propose trading platform setting suggestions to achieve the goals of sharing economy.
